Decision Maker: Cabinet Member for Housing

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

This report is to approve the contract award for King George's Hostel to the tenderer with the highest evaluated score.

Decision:

1.         That this report be exempt from disclosure by virtue of the Local Government Act 1972 Schedule 12A, Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

2.         That the Cabinet Member for Housing approved the award of contract for King George’s Hostel to the preferred bidder for the total sum as set out in the report for the period 1st January 2018 to 31st December 2020, with the option to extend for three further 12 month periods at a cost per annum as detailed in the report and noted the total cost of the contract, if all options to extend are implemented.

Reasons for Decision

This re-procurement has presented the opportunity to re-design the services and incorporate learning from examples of best practice within the homelessness sector. The specifications for the service focussed heavily on working in a strengths-based and psychologically informed way with individuals to deliver a non-traditional and personalised support model. The King George’s client group has a high level of complex need, particularly around mental health, and the re-designed service will include a cluster of clients from the Mental Health pathway as many of these clients also have history of sleeping rough.
