Purpose:

The use of the Affordable Housing Fund to deliver new affordable housing on Walterton and Elgin Community Homes Estate.

Decision:

1.         That the financial appendix 3 attached to this report be exempt from disclosure by virtue of the Local Government Act 1972, Schedule 12A, Part 1, paragraph 3, in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

 

2.            That the Cabinet Member for Housing approved:

 

2.1         Top up funding of £317,000 to be provided to Walterton and Elgin Community Homes (WECH) towards the delivery of 43 new affordable homes on the Elgin Estate to be provided from the Council’s Affordable Housing Fund; and

 

2.2         Additional funding of £400,000 to be provided to WECH towards the delivery of 43 new affordable homes on WECH’s Elgin Estate to be provided from the Community Land Fund that has been allocated to the City Council by the Department for Communities and Local Government.

 

3.            That the Cabinet Member for Housing noted that the above funding allocations to WECH are subject to WECH entering into a funding and nominations agreement with the City Council.

 

4.            That the Cabinet Member for Housing delegated authority to effect the funding and nominations agreement with WECH to the Director of Housing in consultation with Tri-Borough Shared Services.

 

Reasons for Decision 

1.         The provision of funding by Westminster towards WECH will deliver 43 new affordable homes and increase the overall number of affordable homes in the City helping to meet the Council’s need for both social and intermediate housing.

2.         It is a permitted use of the Affordable Housing Fund to finance the delivery of new affordable housing in Westminster.

3.         The Council has been allocated £686,000 by DCLG under its Community Land Fund. It is intended that £400,000 of this fund should be allocated to WECH. It is a permitted use of this fund to provide financial assistance to Community Land Trusts towards the delivery of affordable housing. WECH is a Community Land Trust.
