Purpose:

Cabinet Member approval sought for Lisson Grove Development.

Decision:

1.            That this report be exempt from disclosure by virtue of the Local Government Act 1972 Schedule 12A, Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information) and paragraph 5 - Information in respect of which a claim to legal professional privilege could be maintained in legal proceedings.

 

2.            That the Cabinet Member for Finance, Property and Corporate Services authorised officers to enter into a contract with the preferred bidder in line with the recommendation from the Gate panel.

 

3.            That the Cabinet Member for Finance, Property and Corporate Services delegated authority to the Director of Property Investments and Estates to enter into further contracts to the organisation as referred to in the report for Project Manager, Employer Agent, Viability Assessors and Advisory Agents and to the organisation as referred to in the report for Quantity Surveyors, subject to receiving a recommendation from the Gate panel for these individual procurements.

 

4.            That the Cabinet Member for Finance, Property and Corporate Services noted that all appointments are made with break clauses at each RIBA stage, as recommended in the body of this report. 

 

Reasons for Decision

1.            This project falls under the City for All policy.

 

2.            The Lisson Grove Programme has been approved in principle by SMT, EMT and CRG.  The project is seen to be crucial for the development of new Council Facilities on Lisson Grove, creates the opportunity for further commercial development and residential on the canal, opening up more open areas to the public.

 

3.            The procurement of the design team needs to be considered by Cabinet Member for Finance, Property and Corporate Services on recommendation from Gate as the fee requested exceeds that delegated to the Executive Director of Growth, Planning and Housing.
