Purpose:

This report outlines a summary of the tender process and scores for the re-procurement of 2 accommodation-based rough sleeping services: Lot 1) 'Stabilisation Space for Rough Sleepers', comprised of Hopkinson House Hostel, and Lot 2) 'Transitional Move-on Flats for Rough Sleepers' comprised of Bruce House and 6 Genesis Training Flats. The report seeks approval to award the contracts to the bidders with the highest score.

Decision:

1.         That this report be exempt from disclosure by virtue of the Local Government Act 1972 Schedule 12A, Part 1, paragraph 3 (as amended), in that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information).

 

2.         That the Cabinet Member for Housing approved the award of two contracts for two lots of Rough Sleeping frontline accommodation services:

 

        Lot 1: Stabilisation Space for Rough Sleepers to the preferred bidder to the total sum and for the period detailed in the report with the option to extend for three further periods of 12 months for the costs and total costs if extended as detailed in the report.

        Lot 2: Transitional Move On Flats for Rough Sleepers to the preferred bidder to the total sum and for the period detailed in the report with the option to extend for three further periods of 12 months for the costs and total costs if extended as detailed in the report.

 

Reasons for Decision 

This re-procurement has presented the opportunity to redesign the services and incorporate learning from examples of best practice within the homelessness sector. The specifications for the services focus heavily on working in a strengths-based and personalised way with individuals, and the necessity of innovation and strategic partnership working to open up opportunities for client progress and service development.
