Purpose:

To procure a contract for the delivery of a service for the supply, installation, operation of 10 on-street Electric Vehicle rapid charge points (providing a charge of 50kW) for Westminster City Council. The contract is planned for a period of 8 years, with an option to extend for 2 years and will be a concession contract

1.        Recommendations

1.1      That this report be confidential pursuant to paragraph 3 of Schedule 12A to the Local Government Act 1972 because it contains information relating to the financial or business affairs of tenderers for the contract which is the subject of this report.

 

1.2      That the Cabinet Member for Environment and City Management approves the recommendation to award the Contract for the Provision of Electric Vehicle (EV) rapid charging points to Facility Management UK Ltd trading as Electricity Supply Board (ESB) for a period of eight years from the installation date with the option to extend by up to two further years.

 

2.        Reasons for Decision 

2.1      The tender submitted by ESB for the supply, installation and operation of EV rapid charge points provided the most economically advantageous proposal to the Council in comparison to the other bidder, BP Chargemaster, because they offered the highest fee for each of the proposed sites  The supporting information provided in the submission gave us the necessary assurances that the required attention to detail would go into the installation and operation of each site. Their bid accordingly achieved the highest quality score.

 

2.2      The contract award and implementation will support achievement of the objectives of the Electric Vehicle Charging Infrastructure Strategy (2019-2025
