3.1       RESOLVED:  That the minutes of the meeting held on 21 January 2021 were approved.

Before the Committee began, The Chairman and the committee marked HRH Prince Philip, Duke of Edinburgh’s death with one-minute silence.

 

 

4                Westminster Community infrastructure levy- Project Allocations (Q1)

 

4.1       Members briefly discussed the new format report which would include refused and deferred bid applications.  It was noted that all applicants would be spoken to regarding any refused and deferred bid applications.

 

4.2       New Zebra Crossing in Westbourne Grove: Councillor Caplan advised that he was very supportive of the of the project as this was particularly busy road and felt that this was a good use of Neighbourhood CIL.  The Chairman and Councillor Swaddle added their support for this application, both agreeing that it was a good use of CIL funding.

4.3       Permanent Catenary Infrastructure to support Christmas Lights: The Chairman commented on the reopening of the City, after the Covid-19 Lockdown restrictions were lifted today.  He fully supported the application and felt that it was important to support activities that attract footfall back into the city.  Councillor Swaddle agreed and added that infrastructure such as this was important as it would mean one installation and would reduce waste.  Councillor Caplan noted that it was supported by ward Councillors and he also supported the application.

 

4.4       Victoria Street Greening: The Chairman advised that he was glad to see the residents and businesses working together on this projects.  He felt that the project was important to the Council and the community.  The Chairman fully supported this application.  Both Councillor’s Caplan and Swaddle felt that this was a much-needed project and also supported the application.

 

4.5       New Welsh Slate Roof for Health and Community Facilities at St Marylebone Parish Church: The Chairman felt that it was very important to make the distinction clear that this was an application, solely to repair the part of the roof directly above the community and health facilities housed within the church premises. Councillor’s Caplan and Swaddle echoed the Chairman’s concern for the clarity and distinction between the Church roof and the roof directly above the Community facilities.  Once the Committee members were satisfied and clarity provided, all members supported the application.

 

5.         WESTMINSTER SECTION 106 - PROJECT ALLOCATIONS (Q1)

 

5.1       Low Carbon Streets: Councillor Caplan reminded the Committee that the Council had declared a climate emergency and the desire to reduce its carbon footprint.  He felt that this was a project that should be fully supported, as it allowed the Council to move forward from concepts to actually delivering significant carbon reductions. The Chairman and Councillor Swaddle agreed that this was an extraordinary piece of work and wholeheartedly supported the project.

Westminster Community Infrastructure Levy and Section 106 – Project Allocations (Q1)

 

The Cabinet CIL Committee:

 

Approved the following Neighbourhood CIL bids for allocation:

 

i)                New Zebra Crossing in Westbourne Grove

ii)               Permanent Catenary Infrastructure

iii)              Victoria Street Greening

iv)             Changing Lives: New Welsh Slate Roof

 

Deferred the following CIL bids for application:

i)                Villiers Street Insight Study

4a.       WESTMINSTER SECTION 106 - PROJECT ALLOCATIONS (Q1)
