2.1       Cllr Paul Swaddle declared an interest on the St John’s Wood High Street project and recused himself. No further interests were declared.

 

2.2       The Chairman advised that given the CIL Committee is meeting virtually, the decisions taken today are advisory and will be ratified formally at a later date.

Westminster CIL and S106 - Project Allocations pdf icon PDF 504 KB

Report of the Director of Policy and Projects

This report seeks to allocate a total of £1.531m of funding from the Neighbourhood CIL portion to various infrastructure projects to ensure the effective spend of local CIL.

CIL governance and spending procedures continue to be developed and implemented using existing resources.

4.1       Reconfiguration of St John’s Wood High Street: The Chairman spoke in support of the application. Since the introduction of al fresco dining last July, the Chairman noted that St John’s Wood High Street had seen higher footfall, which has saved jobs in the area and created new ones. Cllr Caplan was also very supportive of the application and commended the reconfiguration for being at the heart of the community. Cllr Caplan reiterated the importance of the extensive community consultation that took place, with the request brought together by the Neighbourhood Forum and the St John’s Wood Society. Recommendation for approval was given by the Committee.

 

4.2       Green Roof Terrace for the St Marylebone CE School: Cllr Swaddle said the educational and green infrastructure would support the community, is a good use of public money and part of Westminster City Council’s wider carbon-reducing ambitions. Cllr Caplan echoed Cllr Swaddle. Recommendation for approval was given by the Committee.

 

4.3       CCTV For Westbourne/CCTV (3 year ‘package’): The Chairman said that CCTV for Westbourne was a proposal that was led by the community. The Chairman noted that supported by local residents, the Metropolitan Police Service (MPS) have agreed to manage and maintain the CCTV. Cllr Caplan and Cllr Swaddle echoed the Chairman’s comments, adding that Community Infrastructure Levy funding is not designed for ongoing maintenance costs. Recommendation for approval was given by the Committee in principle, subject to written confirmation from the MPS that it will manage and maintain the CCTV. The Chairman, Cllr Caplan and Cllr Swaddle all agreed that Westminster City Council should not be expected to pay any ongoing costs associated with the CCTV.

 

4.4       Additional Permanent Catenary Infrastructure for the West End: The Chairman advised that additional catenary infrastructure is a vital element of supporting the West End’s economic recovery and its ambition to increase footfall back into the area. Cllr Swaddle and Cllr Caplan echoed the Chairman’s comments. Recommendation for approval was given by the Committee.

The Cabinet CIL Committee:

 

Approved the following Neighbourhood CIL bids for allocation:

 

i)                Reconfiguration of St John’s Wood High Street

ii)               Green Roof Terrace for the St Marylebone CE School

iii)              CCTV for Westbourne

iv)             Permanent Catenary Infrastructure for the West End

 

Deferred the following CIL bids for application:

i)                The Pineapple Project at St Mary’s Bourne Street

ii)               Community Hire Space for the Church of Our Lady of Lourdes & St Vincent de Paul
