Revision of Street Trading Penalty Point Scheme

A street trading penalty point scheme has been used to enforce the street trading licence conditions since 01 August 1996. The current scheme has been effective since 19 April 2005 and prescribes the number of penalty points that will be allocated to a street trading licence holder if they breach a condition of their licence.

On 30 November 2016, the Licensing Committee prescribed a new set of standard conditions under section 10 of the City of Westminster Act 1999. The new conditions became effective on 04 January 2017 and apply to all street trading licences.

The report seeks to revise the penalty point scheme to reflect the changes to the standard conditions.
